Foreign citizens are admitted to educational institutions of the Republic of Uzbekistan on a paid contract basis and in the manner established for citizens of the Republic of Uzbekistan, unless otherwise provided by legislation or international treaties of the Republic of Uzbekistan. The cost of training on a fee-based contract basis in educational institutions of the Republic of Uzbekistan is established by the State Commission for Admission to Educational Institutions of the Republic of Uzbekistan on the basis of a proposal from the Ministry of Higher and Secondary Special Education in agreement with the Ministry of Finance of the Republic of Uzbekistan and other ministries and departments that have educational institutions. Foreign citizens with an education corresponding to general secondary education are admitted to secondary specialized and vocational educational institutions.

Foreign citizens who have an education corresponding to general secondary or secondary specialized or vocational education may be admitted to higher education institutions. Foreign citizens are admitted to higher education institutions based on the results of entrance tests. Foreign citizens from the countries of the Commonwealth of Independent States are admitted to undergraduate studies at higher educational institutions based on the results of an interview conducted in the manner established by the higher educational institution. Permission to test (interview) foreign citizens in higher educational institutions is issued by the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan. The results of tests (interviews) are considered by the State Commission for Admission to Educational Institutions of the Republic of Uzbekistan and are the basis for the Ministry of Higher and Secondary Special Education to make a decision on the admission of foreign citizens to a higher educational institution. Based on the decision of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan, higher educational institutions issue an appropriate order for enrollment.

Foreign citizens who have an education corresponding to higher education can be admitted to basic doctoral and doctoral programs in educational institutions of the Republic of Uzbekistan. Foreign citizens entering graduate school must submit an abstract prepared in accordance with the requirements established in the Republic of Uzbekistan, or an officially certified list of published works. The Ministry of Internal Affairs of the Republic of Uzbekistan, at the request of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan, in the prescribed manner ensures the issuance and extension of visas, as well as registration at the place of temporary stay and its extension of foreign citizens. After completing their studies, foreign citizens are issued relevant education documents of the established form.

Foreign citizens may stay in the Republic of Uzbekistan for the period of study with family members and other relatives in cases provided for by agreements or contracts specified in paragraph 6 of these Regulations. Foreign citizens arriving to study undergo a medical examination. The procedure for conducting a medical examination and the list of diseases, the presence of which is not allowed admission to educational institutions of the Republic of Uzbekistan, is established by the Ministry of Health of the Republic of Uzbekistan.

List of documents and order of their submission

Foreign citizens for admission to study at educational institutions of the Republic of Uzbekistan submit the following documents to the relevant educational institution:

·        application for admission to study;

·        original documents on education, indicating the subjects studied and the grades (points) received on them in the exams;

·        an abstract or an officially certified list of published works (for applicants to basic doctoral studies);

·        medical report on health status;

·        national passport (with valid visa) or birth certificate;

·         photo size 4 x 6.
